Is the blocked drain mine or the water company's?
A drain that serves only your property, inside your boundary, is usually yours. Where pipes join with a neighbour's and carry both homes' waste, it is normally a shared sewer that the water company looks after. The plumber will tell you which it is once the blockage is found.
Should I use drain cleaner?
Not on standing water. Chemical cleaners rarely shift a full blockage, and they leave caustic water sitting in the pipe and bowl for whoever clears it. Stop using water and call instead.
